其三，應(yīng)納入的內(nèi)容有缺失。習(xí)近平引用孔子最多的是“和為貴”，至少引用過六七次之多，但《習(xí)近平用典》卻沒有選入。老子的“以百姓之心為心”非常重要，對理解習(xí)近平的治國理政的核心思想也非常關(guān)鍵。習(xí)近平十八大后第一次與記者見面時(shí)講話的中心就是“人民對美好生活的向往，就是黨的奮斗目標(biāo)”，“以百姓之心為心”呼之欲出。其后，習(xí)近平2014年10月1日在慶祝中華人民共和國成立65周年招待會(huì)上的講話，直接引用老子的話說，我們要堅(jiān)持“以百姓之心為心”。在此之前，習(xí)近平至少也有兩次直接引用了這句話。在“學(xué)習(xí)中國”APP中，可以發(fā)現(xiàn)早在2007年，習(xí)近平所寫的《之江新語》中已經(jīng)引用過“以百姓之心為心”；更早則是1989年習(xí)近平在福建工作時(shí)的著作《擺脫貧困》一書，他在《干部的基本功——密切聯(lián)系人民群眾》一文中已經(jīng)引用過“以百姓之心為心”，以此說明，“只要我們真正代表人民的根本利益，我們的周圍就會(huì)吸引和凝聚起千百萬大眾，還愁什么社會(huì)不穩(wěn)定”。

其四，有些引語還應(yīng)該援引更早的出處或加以說明。比如，《習(xí)近平用典》收入了明朝張居正的“天下之事，不難于立法，而難于法之必行”，而讀過《商君書》的人，都知道這句話實(shí)際上源于商鞅的思想，是著名的“商鞅難題”。習(xí)近平在2006年5月寫的文章，沒有點(diǎn)名地用了商鞅的“國皆有法，而無使法必行之法”的名句，并解釋說，使法必行之法就是法治精神。編者在處理時(shí)，如果加幾句對商鞅思想的解釋就會(huì)更好。再比如，《習(xí)近平用典》收入了林則徐的“茍利國家生死以”，習(xí)近平以此說明愛國主義的核心價(jià)值，這當(dāng)然是很好的解釋。但在解讀部分，編者如能再進(jìn)一步說明，這句話源自于春秋時(shí)期的大政治家子產(chǎn)所說的“茍利國家，生死以之”，就能使讀者更好的理解這種愛國情懷厚重的歷史淵源。

今天，“四個(gè)全面”宏大戰(zhàn)略布局與“一帶一路”等重大國際戰(zhàn)略正在逐漸展開，總書記治國理政思想也在不斷豐富、不斷發(fā)展。因此，我們完全有理由期待，《習(xí)近平用典》將不斷修訂充實(shí)，內(nèi)容必將更豐富更精彩。

Main Thoughts on Governance in the Historical References Cited by Xi Jinping

Abstract: The essence of Chinese traditional culture is an important source of Xi Jinping’s thought on governance. Looking at the important governance concepts proposed by Xi Jinping, such as the "Chinese Dream", putting people first, the rule of law, the harmonious relations between human and nature, and the new national outlook on righteousness and benefit, they are all deeply influenced by the essential Chinese traditional culture. Xi Jinping's governance philosophy is mainly founded on the ancient Chinese thoughts and learns a lot from the Chinese history and culture; it is characterized by innovating based on the traditional culture while keeping an eye on the current actual conditions, thus giving new meaning to the traditional culture; and it is of practical significance for cultivating the core values as it enables China's social development to get positive energy from the Chinese history and culture and also helps reinvigorate Chinese history and culture in the new practice.
