⑨筆者曾深入探究“技術(shù)儲(chǔ)備度”的內(nèi)涵,發(fā)現(xiàn)它由七項(xiàng)指標(biāo)所構(gòu)成:(1)最新技術(shù)可用性,中國排97位;(2)企業(yè)吸收技術(shù)情況,中國排68位;(3)對(duì)外直接投資和技術(shù)轉(zhuǎn)移情況,中國排81位;(4)個(gè)人互聯(lián)網(wǎng)應(yīng)用情況,中國排75位;(5)固定寬帶互聯(lián)網(wǎng)用戶,中國排51位;(6)國際互聯(lián)網(wǎng)寬帶用戶平均使用情況,中國排120位;(7)移動(dòng)寬帶使用情況,中國排78位。按世界經(jīng)濟(jì)論壇判斷,“中國仍非創(chuàng)新強(qiáng)國”。

12“絲綢之路”一詞,是地貌學(xué)地質(zhì)學(xué)家李?;舴矣?877年提出的概念,原指中西陸上通道,主要貿(mào)易為絲綢,故名。此名后來又延伸出“海上絲綢之路”的說法。聯(lián)合國教科文組織在1991年海絲綜合考察中提出了泉州為“起點(diǎn)”的說法,這是一個(gè)榮譽(yù)性的概念,而非學(xué)術(shù)概念。
131988年,筆者提出包括沿江開發(fā)在內(nèi)的“四沿”開放發(fā)展概念后,在《蜀道》電視專題片(2009年)和《支點(diǎn)》電視專題片(2011年)中進(jìn)一步研究長江經(jīng)濟(jì)帶的開發(fā)開放。

The New Strategy of Development along the Coastline, River, Border and the Silk Road for Greater Regional Development in China

Abstract: Based on China's comprehensive reform and full-scale opening up and the changed international situation, this article stood at the new historical starting point and put forward the strategy of regional development along the coastline, river, the Silk Road, and border, with coordinateness and openness as the central idea, in order to promote China's regional development and opening in a larger scope and at a higher and deeper level. This development strategy contains: the upgraded version of the "coastal development" strategy, with a focus on the integrated development of the Beijing-Tianjin-Hebei region and the 21st Century Maritime Silk Road program; the upgraded version of the "along the river" development strategy, stimulating economic development in the Yangtze River Basin through the Yangtze River Economic Belt; the upgraded version of the "along the Road" development strategy, giving impetus to economic development in mainland China and the surrounding regions through the New Silk Road Economic Belt; and the upgraded version of the "border development" strategy, setting up various border development projects such as cross-border economic cooperation zones.
