The Ideological Connotation and Theoretical Basis of
Xi Jinping's New Political Concept

Abstract: China needs a great statesman in exploring the road to becoming a great power who may use major theoretical progress to achieve the improvement of the Party and the leap-forward development of the nation; and this responsibility is now on Xi Jinping’s shoulder. Xi's governance strategy is the "four comprehensives", and his governance philosophy is the "new normal", in which his new political concept is contained. Xi's new political concept is to create civilization and its theoretical system consists of four elements, i.e., the political rules, benefit sharing, consistent tradition, and win-win cooperation. From Mao Zedong's class struggle, to Deng Xiaoping's peaceful development, and then to Xi Jinping's creation of civilization, this is the inevitable reflection of the world development as well as the huge progress of the Communist Party of China in terms of understanding the world. Thus, great changes will take place in China’s institutional design and value goals, and China will also inject new force into human civilization.
