認定政治生態(tài)具有系統(tǒng)性，在于任何社會的、政治的、自然的生態(tài)形成和變化，都是各種相關要素共同構(gòu)成和作用的結(jié)果，這也是生態(tài)建設是系統(tǒng)建設、機制建設的緣由。講其具有基礎性和根本性，在于其與體制制度相類似，“制度不好，好人不能充分做好事，制度好，壞人也會被改造”，個案或階段性問題的解決，效力是有限度的，只有形成良好生態(tài)，正向塑造才能形成。

環(huán)境改造人，這原本是人類社會的規(guī)律，歷史與現(xiàn)實，政治生態(tài)與社會生態(tài)皆證明這方面建設的極端重要性。馬克思主義認為：“人在現(xiàn)實性上是一切社會關系的總和。”任何人在不同程度影響周圍環(huán)境的同時，更多地是接受環(huán)境的改造。由此，掌握執(zhí)政權(quán)力的執(zhí)政黨，不管是“治”黨還是“治”人，都必須從優(yōu)化環(huán)境入手，這樣可以事半功倍。

從問題入手分析，結(jié)果同樣如此。在過去的很長時間里，貪腐之所以如此嚴重，與政治生態(tài)和人文生態(tài)的惡化有關。政治生態(tài)的變化有其客觀必然性。革命戰(zhàn)爭年代黨的大批成員為了人民的利益，背叛自己的階級，甚至獻出鮮血和生命，由此而擁有強大的凝聚力、戰(zhàn)斗力，領導中國革命取得成功。這與生態(tài)有很大關系，那時權(quán)力是不能直接兌換成利益的，因為戰(zhàn)爭的環(huán)境決定了你不能保護既得利益。進入執(zhí)政階段，條件發(fā)生了變化，由于我們黨的建設沒有很好地適應這種變化，結(jié)果是一段時間出現(xiàn)了信仰信念缺失，組織紀律松懈，意志力煥散，出現(xiàn)了嚴重的權(quán)力尋租，進而形成了不良的政治生態(tài)，出現(xiàn)了一定程度的逆塑造現(xiàn)象。所以，習近平同志強調(diào)：“做好各方面工作，必須有一個良好政治生態(tài)。政治生態(tài)污濁，從政環(huán)境就惡劣；政治生態(tài)清明，從政環(huán)境就優(yōu)良。政治生態(tài)和自然生態(tài)一樣，稍不注意，就很容易受到污染，一旦出現(xiàn)問題，再想恢復就要付出很大代價。”

為什么以習近平同志為核心的中央領導集體以反腐為突破口，以制度建設為著力點，全力凈化政治環(huán)境，營造優(yōu)良的政治生態(tài)？就在于抓根本。因為黨是領導一切的，只有凈化黨內(nèi)政治生態(tài)，才能保證開創(chuàng)國家事業(yè)新局面。今天，我們黨內(nèi)已經(jīng)實現(xiàn)了政治生態(tài)的好轉(zhuǎn)，只要我們進一步推進“講政治”，也就是從理論到實踐上不斷發(fā)展前進，政治生態(tài)一定會不斷得到優(yōu)化。

Reflections on the Six Key Issues of the New Political Ecology

Abstract: Political quality is the fundamental issue of political party politics. Political beliefs are based on political quality, and intended for the fundamental goal or the ultimate pursuit. Therefore, political parties of different political qualities must form their own spiritual world and value system. Communism is the political belief of the Communist Party of China, which differentiates it fundamentally from the majority of the world's political parties and is its lifeblood or the source where it gains spiritual power. Political logic links political quality, political beliefs and other relevant political elements together, which ensures the effective operation of political parties with the logical relations. The dimensions and standards of political ethics depend on political quality and political beliefs. At the same time, political ethics directly affects and even determines political accomplishment and political behaviors. The political rule is a new concept put forward by Comrade Xi Jinping and a breakthrough point and focus of his governance of China. Making political progress is an important symbol of deepening all-round strengthening of Party self-conduct.
